Yes, but a small allocation for a bounty campaign will not guarantee that a token will not experience a dump when it enters the market, because the price of the token becomes a dump is not a bounty participant even though most bounty hunters want to convert as soon as possible after tokens from campaign results are distributed to them.

This is really sad. I actually thought this exchange will rival Binance or at least compete them. The team went about doing road shows and marketing. It was all awesome only for this. I have my 82$ ETH stuck there as well.
There is nothing more to be proud of in this BCNEX exchange, because everything is gone including their telegram channels, the team really takes away all the money they get, so they run away from the responsibilities they have to fulfill.
