Think of it this way: The press might be the reason we're stagnant instead of in a hard downtrend right now.

This is exactly what I have been thinking.

After a meteoric rise it is normal for people to need some time to understand that the party is over. Dont take me wrong i don't mean that bitcoin is over, only the 10x/month rise.

Proof-of-work alt coins can come under attack from excess or outdated bitcoin and litecoin mining equipment.

Even if asics come out for litecoin you will not be able to mine all other scrypt coins with those because of the parameters that are used from the scrypt algorithm that litecoin uses.

You system requires some authority to set the rate so you are talking for something other than decentralized cryptos.

The software that runs on each client can just take in information as to whether or not the exchange prices are rising or falling.  If they fall, just shut off the printing presses until market value recovers.  If speculators are pushing the price up, just increase the reward for mining to match rising demand.  Early on, the price will either go up 1% or not at all.  As the altcoin matures, it will be allowed to go up 1% per month, or not at all.

The exchanges are centralized authorities. I don't think that 's a good idea to give them the power to halt or resume coining based only on a price index.

You are describing exchanges problems. It's not a problem of alt coins per se.
Also you better get used to giving personal informations to exchanges because it will become mandatory sooner or later to every exchange.

that way we wont lose Bitcoins if they are sent to the wrong person/wallet + it doesn't overload the system with 0.00000001 transactions.

You are referring to cgminer options obviously so read the scrypt-readme file. (That applies on older versions only since the latest ones no longer support scrypt)

Some of the 28nm ones are below 1w/gh already

I do not have a powerful pc for mining and I am new to cyprotcurrency. I do not intend on making a serious profit, but it would be nice to mine while I sleep since I usually leave my pc on. Should I stick to bitcoin mining or is there a altcoin that is "weak" pc friendly?

Leaveing your pc open at night is not the same are running a miner. Your gpu will be working at 100% and that means heat, noise and power consumption.
