In theory it can. This applies to all data networks including Bitcoin, VISA, continental networks, DNS root servers etc. In practise however Denial of Service attacks subside in 1-2 days. The NXT network is not currently experiencing attack that I know of. if the network not is under attack then where are the exceptional circustances ?? a simple attack and the transations are delayed 48h ?? sorry but this is not serious |

Please take a reading course. 48 h-o-u-r-s is not days or weeks. Of course the exchange has no control over the NXT network issue, just like a BTC exchange has no control whether a BTC transaction takes 5 minutes or 1 hour to confirm.
