We can't conclude if the token doesn't created yet, so the ICO is scam. Because there are many ICO will create their token after the their token sale successfully complete.
And also, I think MediChain only create their total supply first before they create all tokens. For what? I think again it because they plan to burn the unsold token and then change the total supply.
