maybe he just mean some bounty hunter, not all of them, because smart bounty hunter only sell half of their token and hold the rest, except there is fomo maybe they will panic sell the rest of they token.

because they have a great concept and this year 2018 many ico project choose NEO as they based blockchain platform, not erc20 like mostly ico project.

i think its normal if some token want to be listed on any exchanger need to pay the fee, for example you have a bussiness lets say its a minimarket, if you didnt have your own place then you must rent it right, i think its similar with the token fee listing.
