Not really, this just means that difficulty retargets every 60 blocks, not that rare imo How Do you think it will affect the initial 1000 when rewards are on 1/10 that killed Smartcoin immediately! blocks difficulty will be change 166 times ? Yeah about that, i think 1000 blocks is too much too. 500-600 would be better.

what time will you release the wallet and .conf?

The thread will be updated smack on release time. The download will contain the conf file along with the wallet. Once more nodes have been made i will update the thread. 40 minutes till launch.
