I think we can do only is to report them to the authority it self and they gonna do their work to punish that ICO but you can also avoid them by having some knowledge about ICO's it can be learned easily if you have a background on it I mean search for people who can explain you what is ICO and how do they scam investors, there you can know what is real ICO. Yes it can be done in other project but it has negative issues in other people ,they might be going to apply that project but see what will be the reaction of others,they gonna think that how can it be a successful project if it has a participants that has a red trust or negative trust. Some project ratings are not true or we can call it fake because projects that has a very good rating that is not neccessary to their do's just paid the developer to rate them high. You can look to the project it self if you wanted to see if it was a good project or not.
