Major exchange? Is this is a joke? This exachange even not listed to coinmarketcap. So they overal volume less than 10k usd per 24 hours.

Hello. Yes, there are several STO frameworks available that has successfully use the BANKEX product: https://bankex.com/en/sto-frameworks. The team stated that they don't need to have a banking license to do tokenization since that's their main direction. Tezos already has been pumped at almost 4x recently (for last 2 month). So it will be hard to make more in short time, and even may be there will be a correction...
