Yes it is still in active development, we are trading as RUPAY on novaexchange and RUPX is the ticker for the prefork chain which is no longer supported.

There was no ICO ever, We do not control market prices, price is set by the market.
I would advise you to research and not buy ATH like I previously explained to you numerous times when I replied to your private messages.
