Actually that's not entirely true, due to the fact that I've actually come across projects that are usually afraid when facing a bear market and choose not to release their project immediately.
But, if they really can survive and dare to take the risk to release in a bear market, they are amazing, of course it could be what your friends say is true, because they will have strong fundamentals after actually exiting the bear market and buying in the bear market. during bear season will get a satisfactory price.

If you want to invest here for the long term, I think you should consider it as you can afford to lose the money you invest.

Taking the risk is a good option actually, but to suggest what coins specifically I don't think I can.
That's because there are so many coins with small values that can be risky investments and don't have the fundamentals like the original project in general, in fact they only last at least three months before they all disappear.
My advice is, you have to go to the BSC network there are lots of cheap tokens you are looking for, if you are not satisfied with the tokens there, you should also look for them in other networks, so far the one with the best meme concept is on the Solana network.
