Seeing the past performance of Bitcoin last time when it got dumped it took 2 yrs to get boom movement and after 12 months it started very fast and in 2017 we saw price moving from $200 to $19500 and then it started to get dumped in jan 2018 so seeing this chart i think it will take same 2 yrs time to start the price moving up so mostly in 2019 starting or in the mid the price movement will start and we can see same boom rally like 2017 or more high also.

The reason is very simple due to all country taking steps to regulate the crypto currency and some country have banned it uses in their country so who ever is in trading is only for short term trading as soon as they get to start profit they start to take it. So the market reacts and the price goes down. Till all country dont regulate fully and start functioning i think bitcoin price wont improve much.

I dont think that it will happen anytime because Bitcoin is not controlled by anyone and it is mostly used by every crypto persons. Almost all coins are priced and valued in bitcoins. ETH is controlled by the developer who is holding high percentage of stock which is always risk as anytime he can sell off and the coin will be dead this case is not in bitcoin.
