In my opinion, the only and main motive for the government to do this is to encourage their citizens to get vaccinated.  They also think only of safety and to be given protection against the virus, but of course, it is not mandatory, so I see nothing wrong with it.

They are lucky because they have enough vaccines for their constituency.  While other countries in need are in short supply.
