No. The price is stable as all poor souls locked with FIAT in MtGox try to buy BTC a get the hell out of MtGox ASAP. And Mr. Karpeles' silence just worsens this.
And no, there are not many options left. International wire is quite expensive, SEPA takes several weeks to finish. So many just buy BTC as soon as it lowers a bit. Thats what you call "stability".

Russia. But actually BTC-E's money is held in another country (I don't know where, maybe in some offshore). There is unsafe to have a business totally placed in Russia, and all Russians know it.

I think buying BTC to leave mtgox is not a good idea. You may lose some fiat while you transfer BTC to another exchange. Just use AurumXchange to instantly transfer your USD from Mtgox to Liberty Reserve (or some other payment system)

I believe they use Cloudflare and Prolexic to handle DDOS. I'm not sure how that applies to their trading engine though... it seems like they get flooded with huge numbers of .01 ask/bid adds and removes, and then the lag starts.

I don't know why everyone is hoping for a DDOS. That's only going to hurt Bitcoins reputation even more, so nobody will take it seriously anymore. It's gonna hurt Bitcoins value in the long run...
