There is a feedback saying paypal scammer so trade carefully. Off course he is selling here btc hence you shouldn't send him first for any reason. If require please use a reputed escrow to send first.

Not a good idea; that's a very probable scam, taking advantage of the fact that he has negative trust. Just use escrow and everything will be fine. No need for anyone to send anything first.
