Satoshi owns the domain so this is up to him.

I remember that bitcoin.org was registered with Anonymous Speech when Satoshi owned it. You can probably confirm this with one of the services that provide historical whois data.

The registration was carry out by the group of association through  Satoshi  on white paper published in the year 2008.
