The main fact is it is entirely up to the signature manager who he chooses to promote. The manager can also invite and hire participants. In that case, many times EarnMerit doesn't matter.
But as usual campaign managers hire participants based on some basic factors and the first three of which are already mentioned by tranthidung in his post.
