im building a new computer and want to gear it to bitcoin mining. any suggestions on how to do it relatively cheaply

Unfortunately there is no way to build cheap Bitcoin mining PC. With the current difficutly you won't be able to mine on PC. I suggest you to look to the altcoins section and pick up anything you like

Though buying a single usb stick like say the AntminerU2s will be very affordable as an introduction to bitcoin mining and not require any special hardware but an existing PC.
