Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

You're asking for a loan with "newbie" status to pay back a loan and on top of that want to utilize PayPal a payment processor which permits charge backs. Good luck. If you have funds in your PayPal account, I suggest you utilize that and buy BTC from an exchanger.

Basically  I'm really desperate, I have a loan due at 6am today and am 0.7 BtC short, PayPal is saying that is experiencing difficulties in sending cash to my bank account so I cannot purchase any BtC through my bank account. I have funds in my PayPal account to cover the loan but cannot find a way to purchase btc with PayPal.

Your options are offering a non-reversible payment method or using https://www.virwox.com/ and pay their huge fee.

When you have a certain reputation and forum users might know more is possible for someone to make a loan, there are several threads where reputable users offer them, so no one is will make you a loan with as little activity as you have. About Paypal forget it, Bitcoin and Paypal are not friends.
