Usually you can walk into the post office and get one (or more) and/or order or get them online by providing a "old" address and your "new" address.  They even give you access to digital codes. Not sure if it is the one you want but last time I "moved online" I got a BestBuy & Lowes coupon.

You're telling USPS, arguably a federal agency with its own armed federal agents (USPIS), "I'm moving!" when you're NOT MOVING. And if that wasn't bad enough, you're lying to them, for financial benefit!

i am not willing to risk changing address just to get a coupon.

So you want a coupon that is a benefit reserved exclusively for people changing address, when you are not changing address. Nobody is going to "risk" prosecution on behalf of your $1 either!
