The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

Today is now a two nicotine patch day.

It's probably written somewhere but never enacted unless it somehow ties you to it, like them hiding it in your home.
How does it work in regards to national security, sure you've got good reason to report anything sus, but are you obliged by law?

No, but if I had a website up and was able to track IP addresses of the bank robber, thus possibly nabbing him before he gets away, and everybody knew that I could aid in finding the bank robber, wouldn't it be to the best interest of those who got robbed to provide said IP address to the proper authorities, regardless whom the proper authorities may be? I'm just saying!
