Many people have lost a substantial amout of money in recent times from ICO's (myself included).

Why not simply release the coin with a tiny pre-mine? If it's good it'll succeed and you'll get your money back.

There are plenty of coins that have made the Dev a decent return without an ICO.

Yes; 007 ICO for example, but a lot of ICO returned big money too... GRID for example, MARYJ for example. I believe there is nothing wrong with ICO (in fact I LOVE ICO because of the massive profits that you can make) as it give DEV money to move forward with his coin, with pre-mine coins you don't buy services or you have to dump it yourself.

Provided that the ICO is successful, C-CEX will freeze the ICO proceeds for 5 days in order to achieve the following: verify blockchain & network stability and adherence to the stated ICO/coin parameters; provide a buy-wall of 50% of ICO proceeds in order to provide traders the possiblity to exit from their coin investment at cost. If sell orders price fall under 75% (of the original ICO price) during the initial 5 day ICO fund holding period, a full buy wall will be set for 2 more days at the initial ICO price. The ICO funds will continue to be frozen during this two day extension.

Edit: From the moment DEV starts with timers then you have to run away. If he wants to deliver something then he deliver it DIRECTLY and not saying in 5 days we will launch our 007 casino.
