I have a charge cord, and the Otterbox case pictured.  I can ship there.  Any SIM card should work after unlocking.

Oh it needs to be unlocked? How much unlocking charges?

Also, I will use an escrow, so it will be like, I will ask escrow to release payment only when I receive the phone and I put the sim card in and see if it working very well. I will use it for 1 whole day and check for any problems. If I found something glitchy, I will send it back to you and you cover the shipping fee for sending it back, if you refuse escrow won't release the escrow funds.

If its unlocked then all carriers works without any problem. If its locked then you can make unlock request here they will surely unlock it for you. https://www.att.com/deviceunlock/?
If nothing works i can unlock it for you for a small fee.

Quickly doing some research it looks like "Airtel" and "Vodaphone" will work.  Most likely other GSM carriers too

Please research the network bands of an unlocked 3GS, and check the network bands of your Indian carrier first.  That should tell you if this will work where you are, I think it will.  I have used an unlocked iphone 3gs successfully internationally (in Mexico) using a Mexican GSM SIM card.
