If you cannot do that and you can hack his fb you can prank him hard, also add the pizza thing with chinesse food mexican food and whatever food comes home, basically try ordering shits to his home... I've actually started thinking about these kinds of scenarios recently. What do you do when someone is constantly trying to provoke you with their behavior even though it is legal?
The problem here is that if you attack him or do anything illegal it is going to be you who's going to get punished. If the problem was on a individual basis, I'd just advise you to ignore/stay away from the person.
I'm not sure what to do in this situation though.
