I always found strange the way their exchange rates differ from a few other trading websites, but I guess that's not enough to say they are scam.

Fools who went to buy scam coins lost money, that makes sense. It's not a problem of exchange, it’s a mistake of stupid traders who do not understand in crypto

Stupid people buying into these shitcoins? Correct. I must however point out that HitBTC is also a party that should be blamed in this case. They act like they want to be a professional exchange, but they keep listing utter shitcoins, and keep sticking to the shitcoins they had listed already. It's the exchange that should be taking care of the overall quality, where the users, even though they should be doing research anyway, put faith in the exchange's choice for coins. If the developers fail to keep everything up and running from their side, and that more than once, the coin should be delisted, period. It's pointless and shows how amateurish you are as exchange when you don't force through necessary actions....
