The EPA is doing a wonderful job of protecting the environment and keeping our air clean, yet some people are not paying for this service.

We have a free-rider problem: People are breathing unpaid-for clean air. We all know that if it weren't for this one government initiative, people would devolve into anarchy and air would be made unfit to breathe. You would probably die! And you owe your life to the government for keeping you alive!

So, to make sure the government is made whole again for its wonderful service to the community, how much should the tax be? A few pennies on the hour of breathing time? Sounds fair. Life is very valuable after all.

We could levy it as a head tax based on volume of CO2 exhaled, killing two birds with one stone: everyone will then have to pay their fair share for their government-produced clean air, and this will save the planet too! Grin

Just as bad as the people breathing all that clean air are the animals.  My neighbor's dog pants and slobbers all over the place after he runs in the park.  That guy should have to pay the government for all the clean air his dumb mutt is burning through.
