Slovenians are smart people. The could the exact opposite of the British. You don't see much binge drinking in Ljubljana, and when the Brits are big spenders, the Slovenians are big savers. They're the people who make you believe in Europe. If there ware only Germans, Slovenians, Estonians and people like that in the EU, it would rule the world. Unfortunately, people like the Greeks or the French are wrecking it.

the high interest come from there, so it isn't a new thing, because bitstamp is fairly old as an exchange

There are a lot of exchanges that are based over those countries. I think besides Bitstamp, BTC-e was also from slovenia, which made a lot of people weary of sending money over there. There shouldn't be any problem tho, with average SEPA transaction I would have any worries. The problem would be if your local bank sends some transaction to slovenia, it may raise some alarms.

If i'm not wrong Bitstamp is based in U.k, but they have their bank in slovenia, also for coinbase if i remember well

Based in the UK in the sense of renting a small box for post to arrive at. All the real work happens in Slovenia. I think Coinbase's EU bank is Estonian.

There is no clear information available as to where Bitstamp's operations are located or whether they actually have any presence at all in the UK, or are still run out of Slovenia.'

No one knows. It seems you need to translate your moaning into Russian to actually get noticed if you have a problem. They claimed to be under Cypress jurisdiction at one point. Bulgaria seems to be the one that pops up most often now. It would be lovely to have EU exchanges without a single question mark surrounding them. It still amazes me that people put up with it.

Your question is like asking "Why the Americans are so capable to have created the most powerful and developed economy of the world?". There are thousand thoughts and arguments that can be told. Some will be right and some others wrong. But one it will be for sure the right one. Simple because are the most capable people in the world. Are they who which their minds and their hands that have created such economy. Same with the Slovenians. The research is more developed there because the Slovenians are the most interested people about bitcoin. There are to many people there that are attracted by bitcoin. Maybe not to many common people (I don't know this) but for sure researchers yes. And those people (those who made research) occupy their time and work around and about it. More simple than that cannot be. If that will be not correct, in the article you have read or in some other place in internet or library must be mentioned the reasons which boost this people to be such friendly with bitcoin. If there are not such the above interpretation remain the most plausible.
