Thank you for mentioning.  Yes to activate account and add credit you need to have a credit card link.   You can use virtual credit cards though if you have access.

It should work for any Google Cloud Platform account that is active (ie use credit card or bank to verify.  I highly suggest virtual credit card if you have access.  If not some sell them on digital goods.)

If you can prove some hole in system and code did not work you will be given refund minus transaction fees to send.

No just promo codes.  You can use a regular credit card.  But i suggest virtual credit cards as you can set a 1-2 dollar limit and it will pass the test of being valid, without worrying about going what happens if you go over the 500 or 800 promo.
