Massimiliano Allegri and Luciano Spalleti was the main coaches that fought really hard to elevates their perspective elite club but I think their time didn't match with the requirable condition of the current club. But wait, let me clear things out. Given Intermilan's low likelihood of repeating the success of previous season like you said that above, how can you be so confident? Still, do you think recruiting new talents will inevitably strengthen the other team's squad?
Well, Intermilan, the champion of the past season, will have the best chemistry in the next season, hence I have a quite different view on this. Again, IMO, hiring fresh players is part of the process of enhancing your squad, but it can go either right or wrong.

Finally, Intermilan is still most likely to defend their title last-wise. Although their rivals are strengthening their teams by bringing so many fresh talents. 

Juventus, AC Milan and Roma are seriously working to sign in potential players, I think they will be able to get those players in this season and it will be very easy for AC and Juventus to challenge Inter, because they performed very well last season to ended the season in second and third position. I know that next season will going to be a tough tournament, and it will be difficult for the tournament to end up for the favour of Inter next season.

The new talents hired by those teams may go either good or bad, and they need to rebuild their chemistry from scratch again.
