It seems to me that this is your subjective opinion. If you compare them with Inter, then Inter started very poorly and has already lost several times (by the way, they also lost to Juventus and certainly did not play worse than them). Juventus' squad may be weaker than Inter Milan. But we have to admit that  Juventus' performance is good this season. We have seen very irregular performances from Juventus in the last season. But this season Juventus has played well in all four matches and won in all three. Especially Juventus won 4-3 against Inter Milan. If juventus' attacking players can perform well, Juventus' overall performance will be stable. I really don't have much hope for Inter Milan this season. Their coach, Chivu, may be a good coach. But with his limited experience, I don't think he can compete closely with Napoli and Juventus this season. The Italian Series A has this uniqueness of small team beating small teams when least expected and going by that, if Napoli have not tested defeat this season, then we should give them some credit.

AC Milan is a big opponent for them but I think Napoli may collect the three points in that match, although this will not come easy. Safe bet for me is Napoli win or draw or under 3.5 goals.
