It is very possible these two teams are ready and willing to pay the huge sums to get good players that will help the team attain that which they wish to, but they do not have that capacity,  they are yet to get such amount,  especially Leverkusen,  Dortmund could possibly do, but they do not have it in their practice to buy expensive players,  they often prefer to sell.

For Bayern Munich,  the approach you have mentioned will be best suited for them in other European leagues, because they already have their dominance in the domestic league already of which that may not.be much of an actual problem for them.

For players it is not really a problem but what should be fixed here is the league system especially on FFP issues and if possible the old system on ownership should also be changed if this league wants to rival the popularity of the leagues above it.

Currently the Bundesliga rules are stricter especially for matters of club owners because it is 50+1 so it will be very difficult to change the financial club because the big clubs will still be big and small clubs will be difficult to compete because of differences in resources.  Bayern are currently the strongest but the reason they dominate is when the conditions are too lame especially with the 50+1 rule where investors will definitely not consider this and will look for club options in other competitions.

We see a striking difference in the EPL or La Liga where the owner of the club can acquire as a whole then the money here will be more talking so that for the popularity and attractiveness of this will also be the same as long as the regulation remains the same then there will only be a handful of my clubs that are able to survive and even dominate.

Your point of view may be right. But I think Bayern munich should now focus more on their defense. Strengthen their defense. We know that their attack is very strong. They have the ability to score a lot. But in important matches, they have to keep their defense strong  as well as their attack. Munich conceded  5 goals against PSG. Although they managed to score  4 goals, they still lost the match. On the other hand, in the second leg match, we saw that psg  changed their strategy. They kept their defense strong. The match ended 1-1 . And PSG was able to  qualify for the final. Munich's attack is very strong, Kompany should strengthen their defense this season.

Their current strategy of prioritizing defense, building up play in midfield, and then attacking is incorrect. They need to adopt the most aggressive system possible, which involves few touches in defense and launching attacks. That's what they lacked against PSG. PSG clearly understands how to play out from the wings and pass to their attacking players.

Several clubs have made attempts to challenge on few occasions, but it is question of money, as Dortmund, Leipzig, Lyon and Monaco have all tried to challenge at some stage but numbers are not available unless there is big change of ownership. Kicker is that Champions League money further unbalances the situation. Higher quality teams receive more funding from Europe, which they then use to stay ahead in the local competitions, and so on. But new investors can turn things around rather fast though, see what has happened to Man City and PSG themselves after their takeover. If there is major change of ownership in either league, it could really change picture in one season or two.

I think it's safe to say that Bayern's attack last season was the best in the world - 122 goals in the domestic league is a record that is hard to beat.
