yeah Hamburg is doing realy bad they had a rely awfull start and Frankfurt avoided relegation in the previous season after playoffs but they started good this season but they Frankfurt have huge injury troubles with 6 players missing so it will little bit difficult for them to win the game i predict for the game both teams to score

Both team to score actually seems to be much better choice then taking the risk with frankfurt. Although hamburg is worse then frankfurt however taking the risk is just not worth it

Hamburg is quite interesting though they never win, but the last 4 games always lose with little goals. even when against bayern munich they only lost 1-0. so that your prediction is probably good enough, that this match will end up under 2.5 goals.
