Planing to Start an New Escrow Website

Hi,
I am planing to start an New Escrow Website (Simple Website) I need an Website Designer who can provide me complete website. And i also need Escrow Manager where i will deposit 1 BTC to 2 BTC with Escrow Manager, He holds my funds and the website deals the escrow with Customers under that range. I can put More funds with Escrow manager if my site get customers more. This will put an confidence on our website to the customers so that customers will deal in that range. If any suggest me more safe and trustworthy ideas to website to be build i always listen to those words.
