I saw the movie around 2010, but I wouldn't be surprised if it's from the 80s or 90s. They were at what I believe to be a prison at first, and then the inmate fled to a cafe (not a bank, that's for sure) with a woman who worked at the prison.

I remember that the movie was subtitled, so it can't be in English or Norwegian. I am 85% it was a balkan or russian language, at least.

Sounds an awful lot like the ripped from the headlines "Abducted: Fugitive for Love" (can't easily tell if there was a Russian or Serbian remake) but if that's not it, please PM me to keep looking.
