I got a antminer S3 and i was tying to hook it up and i changed some settings to what a setup video said and now i can't access the browse gui

For starters, do you know the IP? What do you get exactly? Did you check on your router what the IP is or checked what IP to reach it at with the IP Network Scanner?

It doesn't appear on my router and the ip is 192.168.1.99 and when i try to access it i get webpage is not available and can you give me a network scanner and tell me how to use it

What settings did you change? Do you still have video?   if you changed it wrong it's possible S3 will not show up and need a reset.

To have access then lose it, sounds like wrong settings were changed quite possibly.

Something like this should work;

You run it and it should probe every IP in your subnet and list their network name.

Did you try to SSH into 192.168.1.99 with putty? Also with Static IP, you can have ip collisions.

I have reset it and the settings i changed were following this guide: https://www.youtube.com/watch?v=akw9GAeIH5k And i tried that ip scanner

I had such a problem once and I tried a different ethernet cable. Low and behold the router recognized the miner.
These cables are generally cheap, and it's not unreasonable to be 'suspect' of them.

Unless the network lights aren't lit when the miner is powered on, this shouldn't be necessary.
The most common problem here is that some people have trouble understanding how Antminers are connected to their network.

I think OP should be able to fix his problem with what's been posted above.
