As Spots mentioned some time earlier encryption only works for wallets not doing any send transactions. For those transactions the wallet will have to be unlocked and nothing would prevent inputs from staking. For coins whose chains don't reach their intended speed and therefore sport a low difficulty the first stakes can go through in milliseconds after unlocking. To completely prevent staking reservebalance has to be used (additionally). I think the best way would be to put it directly into the configuration file of PoS coins like this:
reservebalance=999999999
