This is never going to work. Even in the United States, there are several brick and mortar shops which accept only cash payments. You can't force them to accept credit card overnight. But with the left wing loonies and radical feminist schizophrenics now ruling Sweden, I don't think that the government gives much of a thought about the consequences.
