In many jurisdictions these types of tickets are issued by private companies, who do not actually have jurisdiction to enforce them.
If yours is one then you can toss it in the trash and there's nothing they can do about it. You'll get more hatemail, but they lack the legal standing to compel you legally.
Basically they expect you to pay because they say so.

I've been driving for 25 year, not a single accident or ticket in all that time. What just happened was total set-up, they're fucking with the light timing to snag innocent drivers. |

SF is a good place to implement this alternative. Bet you won't them find at Lombard. You do mean San Fransisco right? It could be worthwhile to take this to court. Have a lawyer see whether these means have officially been correctly ratified and if not you dont pay and the city gets slap on the wrist.
