Ideally we would setup a system like the old reverse engineering academy as a TOR site or so, such that skills can be proven through signatures.

I disagree. I think crackers should continue to crack for a hobby and be rewarded entirely in fame. Most crackers are either nice or hypocrites in suggesting to the users they should buy the official license if the software is useful for them and they get real benefits. Money without fame destroys motivation. Money is not a human need, although it can satisfy most human needs...
