I know I am brand new on this forum but I am willing to send first.
I have $200 to trade.

I am only willing to trade with HIGHLY trusted members, because of the risk involved with sending first.

I would advise you use an escrow regardless of how trusted people may seem. Do note that account rank is not a good indicator for level of trust.

I can see so many exchangers here who are trusted but then too atlast you went to localbitcoins so why created this thread ? You should have directly bought from there instead creating a useless thread here !
And you should lock the thread if the thread is now useless as it will just attract spammers.
