Because there are lots of types of chip fabs. Many of them only produce "chips" which lack all the external components needed to mine with. They probably order from that type of fab since they are doing assembly in house. Hence them buying pick and place equipment and other assembly equipment so they can just get chip shipments, then assemble them with boards made in house.
