You do not need to find a site to exchange palypal to BTC here there are many reliable You can contact zazarb now he has a good reputation
or if you are in doubt you can use the escrow

But there is high percentage of fee for paypal i am looking for low fee just like on changer.com but they disabled paypal.
So if i deal with him with $7   15% will be deducted to my funds so the total deducted is 1.05 so i can only receive 5.95 worth of bitcoins?

There's probably a good reason PayPal has been disabled https://bitcointalk.org/index.php?topic=14632.0

If you are online, I can do this for you for closer to what you are looking for such as changer.com use to do.
I am reliable and won't charge you such a hefty fee for such a small amount as $7.
Escrow for such amount is ridiculous.  Smiley
