It depends on a lot of different things. Are you going to code it yourself, or to pay someone to code it for you? Is it going to be a simple dice site, or a complicated site with new games / many different games? Are you going to fund the bankroll yourself, or to take bankroll investment, or to use Moneypot? etc.

Depends on how many games you want to be developed.So many test cases could be formed .Like is your gambling site only a dice site or has casinos and other games ?You need to spend a lot of money on the development specifically coders and design.Also don't forget the promotion and marketing.The market is saturated ,you need to do a lot of branding and promotion.

If you are planning to create a boring dice app on Moneypot using the free Untitled Dice script hosted on github, it literally costs you no money and nearly no time. If you are planning to create a great site and bankroll it yourself, tens of bitcoin is pretty much the minimum.

Most certainly you need to stabilize you bankroll with sufficient amount of stash. At least 50BTC would be considered as a good start.

If you have want to start with a lesser bankroll, try checking out moneypot.com as they have something called "Global Bankroll" which is based on the Kelly criterion formula.

Dice site is quite easy to setup but it need a quite a lot of money and since currently already lot of dice sites in the market so compitation will be quite high. You may need to spend lot of money in marketing to make you're site popular. Good luck for you.

IMO u need 200k usd if u wanna set a big site like ordinary casinos which have slots, blackjack, dice games and so forth, you need to hire people to help you promo, affiliate players, and so forth. You need to hire customer service agents.
