It means he is picking and choosing who to pay, and the system is not automatic - he punches everything in by hand.

Absolutely not! As mentioned that when there is not enough in the wallet, it will choose the next possible deposit to process withdraw.
This keeps the payouts from being delayed!

As more deposits enter, this option will change as there will always be enough in the wallet balance to payout.
Remember payouts are only handled when the wallet address has enough.

Sometimes the blockchain gets screwed up and some transactions get caught in the "limbo" where it takes super long to confirm. One time it took a whole week for my transaction to get 1 confirmation. As long as it shows up on some kind of a blockchain or blocktrail as being sent then it he's paid the money it's just a matter of time before the payment is processed through the blockchain which is out of anyone's control.
