i have a question,does we need to verify the card before the card activated because in the site it require me to upload my identity card or passport but my point of using bitcoin is its anonimity so i think this one will make people get away, any other way to solve this problem?

You cannot resell the card, but you will receive a voucher to get a card, which you can feel more than free to resell or distribute. Yes the card can be used for paypal.
