What I only look at is your price of 0.33btc, I think the price should be proportional to the amount in the account.

Generally the accounts are more valuable to the user than the frozen funds. Plus I'm not looking inside the account so there's no way for me to verify the amount of funds in the account. A flat fee is the best option for this service. |

No your making fake documents for people which is fraud. It depends what paypal require to remove the limitation, I didn't say anything about 'fake' documents. And that's like saying selling MSDN keys or twitter accounts are fraud, you're breaking the EULA. |
