Maybe because he has no intentions of repaying the loan? Reversible paypal won't work as collateral, because it's reversible.
I suggest you read the stickies in the section, and lock the thread with the button at the bottom left corner otherwise people might come and tag your account with negatives.

hi I just want to exchange it from paypal to btc but it seems that no one is interested on currency exchange section on this forum so I decided to take a loan.

Paypal Gift is non reversible I think
