An individual named Kate Pry probably located in Australia.
Even though I sent correct amount to the email address via Paypal, he/she insisted that it was the wrong address. I already made a dispute and cancelled it as told, so it is gone.

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

I am not complaining, just reporting so that no one else does the same mistake. Anyways it was early days of me discovering bitcoin and trading. So I learned my lesson.
