Information is not accurate in 90% of pos wallets. But based on your weight compared to network weight it probably will take longer

But before the end of distribution perhaps my post acc will be 400+

The postcount at the moment of application is taken in consideration. You may wait some if you want to build your postcount but shouldn't wait too long because if all the coins are claimed before you, you may end up with nothing

You misunderstood. The statement in the op is valid for messages(posts) in the thread.

There is an explicit Warning in the submission confirmation page:

Also in the OP, at the Initial distribution rules it is highlighted :

NO coins will be sent to you if you don't PM us after you submitted the Application form
