On blockchain.info, the difficulty of block 219747 is show as 3,275,464.59 while the difficulty of block 219748 is 3,275,464.58656562.

How much rounding of the difficulty does the network tolerate?

None (it's not even expressed in the decimal system), but for better readability I guess blockchain.info displays it rounded.

https://www.coinlend.org <-- automated lending at various exchanges.
https://www.bitfinex.com <-- Trade BTC for other currencies and vice versa.
