I just received $20 bitcoin but it's been 3 hours and it's not yet confirm can I send it to other account ?
What are the scenarios ?

If it's not confirmed yet then you don't have the bitcoin and can not transfer it.

If it's not confirmed yet then you don't have the bitcoin and can not transfer it.

But the amount is already showing on my dashboard does that mean it's not yet my money and cannot send it ..

I guess I should start with what wallet you are using. "Dashboard" sounds like you are using an online wallet? In that case it is a little harder to answer because such a system may be layered over the bitcoin protocol and could have other internal rules. In the protocol you must wait for confirmation because until your transaction is included in a block it is not recognized. Websites may have aditional requirements or wait times. Which wallet are you using?

you can send unconfirmed bitcoins. but it will not confirm before the input transaction does, so you most likely won't be able to purchase anything with it.

Yes, you can. Read below whether you should.

What are the scenarios ?

#1 The transaction (TX) pays a reasonable, but slightly low fee and has no unconfirmed inputs. It will confirm soon and so will your follow up TX.
#2 The TX pays no or a very low fee. It might be forgotten by the network and never confirm.
#3 The TX pays a high fee, but depends on an unconfirmed input (or a chain of these inputs) that pays no or a very low fee. The longer the chain the higher the chance the TX will be forgotten or double spend by someone along the line.
#4 The TX pays no or a very low fee and depends on an unconfirmed input (or a chain of these inputs) that pays no or a very low fee. All warnings signs should have gone on by now. Its unlikely that the TX will confirm.

There are ways to defend against #2, #3 and #4. Namely rebroadcasting the TX(s) in question, but the higher the number in my ordering the lesser the effect.

Post the txid if you dont mind maybe it's some 0 fee transaction.

That won't clear up anything.The transaction will still be unconfirmed.Op needs to know if we can still send those coins.

@OP That depends on your wallet as well.Some SPV's or exchanges don't allow transferring of balances without certain conformations.If you can post your wallet details,I can give you the exact resolution.

I never knew you could send a unconfirmed incoming transaction back out before you even have the balance.

There are wallet that can send btc even its not confirmed but in other wallet like blockchain you cant and. can i ask what wallet can send even if its not confirmed can send?
As far as I know, mycelium wallet do have such type of feature. However, the transaction(that you spend) 'll not be confirmed unless & until the  1st transaction(that you've received) gets confirmed.

Only for change(!) though, so its coins you previously had anyway. AFAIK core does not allow you to use unconfirmed receiving inputs. Well, unless you create a TX by hand, but thats always possible even for fantasy inputs that do not exist.

why not? there's no rules against it. some wallets allows spending unconfirmed input.

Most wallets don't allow it.
It's allowed because it's simpler to reject all subsequent transactions rather than putting limitations.
